A Certificate of Conformity is the manufacturer's per-vehicle proof that your car matches an EU type-approved model. It is routinely confused with the registration certificate, the type-approval certificate, the CE marking and informal data sheets, but only the COC does that specific job, and only the COC is accepted as that proof at registration.
COC or registration certificate?
The COC describes what the vehicle is. The registration certificate, called Zulassungsbescheinigung in Germany, carte grise in France, permiso de circulación in Spain and libretto di circolazione in Italy, records who may use it on the road in one country.
That difference explains the usual sequence: you present the COC once, at registration, and the authority then issues the national registration certificate. Selling the car later transfers the registration document, but the COC stays relevant if the vehicle ever crosses a border again.
COC or type-approval certificate?
Type approval is granted to a manufacturer for a whole model, by a national authority such as Germany's KBA. The type-approval certificate is the manufacturer's document and is not issued to vehicle owners.
The COC is the per-vehicle counterpart: it states that your individual VIN was built to that approved type. This is why asking a registration office for a type-approval certificate goes nowhere, while a COC settles the question immediately.
What about CE marking and technical data sheets?
CE marking applies to products such as machinery and electronics under separate EU directives. Whole vehicles are not CE-marked; they are type-approved. A CE declaration of conformity is therefore not a substitute for a COC, despite the similar name.
Technical data sheets, print-outs and 'Datenblatt' style extracts circulate widely and look convincing, but they are not manufacturer-issued conformity documents. Registration offices reject them, along with reconstructed templates sold as COCs.

Yes. Übereinstimmungsbescheinigung is simply the German name for the Certificate of Conformity; certificat de conformité, certificado de conformidad and certificato di conformità are the French, Spanish and Italian equivalents.
Can the registration certificate replace a COC?
No. It records the national registration, not conformity with an EU type approval, so a foreign registration document alone is not enough to register the car elsewhere.
