COC for electric cars: what is different for EVs

Electric vehicles are type-approved under the same Regulation (EC) 2018/858 as combustion cars and receive an ordinary Certificate of Conformity. What changes is the data it carries: instead of displacement and pollutant class, an EV's COC declares battery capacity, electric range and maximum net power, and those values feed directly into registration taxes and incentive schemes.

What does an EV's COC record?

The emissions sections still exist, but for a pure electric vehicle the CO₂ entry reads zero and the pollutant class fields are not applicable. The propulsion sections carry the meaningful data instead.

For plug-in hybrids both sets are populated, with a weighted CO₂ figure and an electric-only range, which is why hybrid certificates look considerably busier than either extreme.

Why the COC matters more for an EV

Several member states link registration tax, company-car taxation and purchase incentives to CO₂ or to electric range. Since the COC is the document those figures are read from, it decides what you pay and what you can claim.

Dutch BPM, French malus écologique and various regional exemptions all work this way. An EV import without a COC risks being assessed on assumptions rather than on its approved values.

Newer brands and COC availability

Manufacturers that entered the European market recently, including several Chinese marques now selling in volume, hold full EU type approval and issue COCs normally. What differs is the document channel: importers and national distributors handle requests, and processing can be slower than at long-established brands.

The exception to watch is a vehicle built for a non-EU market and shipped over privately. Those were approved to another standard, hold no EU approval and therefore have no COC, regardless of how familiar the model looks.
